Strategy between city development and heritage conservation: from passive conservation into active use

Summary:

Korea is one of the countries with high heritage density. At the same time, it is one of the countries experiencing fast land development within a short period. During such rapid growth, conflicts between heritage conservation and development are inevitable. Korea Land and Housing Corporation (LH), responsible for public development, operates a team of archaeological experts who can mediate between conservation and development to solve the problems. This presentation introduces several LH cases to provide helpful information for RAS members interested in such problems.

한국은 역사유적의 밀도가 매우 높은 나라다. 또 세계에서 유래를 찾기 힘들 정도로 빠른 시간 안에 급격한 국토개발이 이루어지고 있는 나라다. 이 과정에서 필연적으로 보전해야 할 문화유산과 진행하여야 할 개발간 갈등이 발생한다.  이 과정에서 한국의 공공 도시개발을 전담하는 공기업인 LH는 고고학자들을 채용하여 개발과 보존을 조율할 문화재전문팀을 운용하여 이 문제에 대한 해결을 모색하고 있다. 이 사례를 소개함으로써 보존과 문화유산을 보존하는 문제에 관심이 많은 분들에게 유효한 정보를 제공해 주고자 한다.

Bio:

Kim, Hung Bae (김충배), Director of Exhibition Division, National Palace Museum of Korea
Before joining the National Palace Museum, Director Kim worked at LH for 23 years as a heritage expert who conserves heritage sites and mediates between conservation and development of cities and the industrial complex.
He was trained as an archaeologist and attained a Master’s degree in fisheries culture at Hanyang University. For the last 30 years, from 1989, he has examined archaeological sites and reported to the academic society.
His interest extends to the field of heritage use as a part of public archaeology. He understands that his present work of the exhibition is the most extensive way of using heritage.

문화재청 국립고궁박물관 전시홍보과장. 문화재청으로 부임한 것은 2020년 9월. 그 이전 23년간 LH에서 문화재 전문요원으로 수많은 도시와 산업단지 등의 개발과정에서 문화재 보존 정책을 수행하고 합리적인 중재를 진행해 왔음.
원래는 고고학자로 신석기시대의 어로문화를 연구하여 2013년 한양대학교에서 고고학 석사학위를 취득. 1989년 3월부터 고고학적 필드워크를 시작해서 30여년 간 전국의 수많은 문화유적을 직접 조사하고 그 결과를 학계에 보고하는 일을 진행해 왔음.
문화유산의 활용에 대한 관심이 많으며 대중고고학의 연구대상으로서의 문화유산의 할용에 대한 연구를 진행하고 있으며 문화유산 활용의 가장 광범위한 접근 방법이 전시에 있다고 보고 전시의 영역에서 적극적인 활동 중.
